The person in question is already in possession of an item suppressing their powers, however it's the only one they have, and there is no current replacement should it break. While it would be ideal if their curse could be completely sealed, it may not be so easily done here. We must also consider the possibility of that a sealed directly applied them is broken, and if it's reliant on a certain type of magic that also has risks, such as the individual or knowledge no longer around.
In the overabundance of caution, I think both avenues are worth pursuing.
